The functional safety standard applicable to process industries is IEC 61511 (BS EN 61511 in the UK). This standard does not provide “detailed requirements” for Hazard and Risk Assessment, so there is no attempt to define the techniques that should be used for H&RA, but it does have a lot to say about the overall approach.
Functional Safety Management (FSM) covers the scope of H&RA – which means that this part of the project should also be covered by safety plans, verification, a defined approach to competency and functional safety assessment. Those leading H&RA need a basic understanding of FSM, otherwise the project will not pass the first stage of Functional Safety Assessment.
